Dr. Court has conducted his own management consulting practice since 1994. His principal consulting interests are in the strategic management of organisations and the development and implementation of balanced scorecard systems. Dr. Court’s early career was in accounting and economics in Adelaide.
He subsequently enjoyed a senior management career in both the public and private sectors, culminating with periods as Secretary of the SA Health Commission, CEO of Mutual Community Health Services, and CEO of Foundation SA. He is an adjunct senior lecturer in strategic management for the International Graduate School of Business.

Dr Court is a Balanced Scorecard Master Professional.

Dr Bob McDonald

BSc (Hons) PhD


Prior to establishing BMcD Consulting, Dr McDonald was Director of Performance with a large regional public health service where he led the implementation of the Balanced Scorecard over a number of years. Since 2001, he has been involved in facilitating over 200 Balanced Scorecard workshops in a variety of settings in Australia, Asia and the Pacific. Dr McDonald also has extensive experience in program and service evaluation, organisational performance measurement and management, process improvement, and strategic planning.  Based in Newcastle, Australia, he has been trained in cross-cultural communication and has lived and worked in Asia.  Dr McDonald is a Balanced Scorecard Master Professional.

Alan Fell

Alan Fell Consultancy Ltd, UK


Alan is a leading internationally recognised and respected specialist in the Balanced Scorecard (“BSC”) and the wider discipline of Strategy Execution. He combines more than 30 years of performance management experience as a senior executive, management consultant and trainer.


After a successful career with a major UK commercial bank in London, at which he led one of the early BSC applications in 1993 - 96, Alan has been a consultant and trainer on the BSC and related disciplines for the last 15 years. His work spans a wide variety of business sectors and covers public training seminars, customised in-house training and management consulting in the Balanced Scorecard and Strategy Execution. He has run over 300 workshops across the UK, Europe, South Africa, Middle East, East and South East Asia.

Dr Rod Oxenberry

Dr Oxenberry retired as Head of the International Graduate School of Management at the University of South Australia in 2004. The School delivered graduate management programs in Australia, Singapore, China, Hong Kong, Taiwan, Thailand, Malaysia and Switzerland. He has since practiced as an education and management consultant specializing in higher education recognition, leadership mentoring and management development. Dr Oxenberry has been Chairman of the South Australian Housing Trust and Chairman of the South Australian Reference Group for the Bureau of Migration, Multiculturalism and Population Research.

Cornelius Chirairo

B.Sc (Hons), MSc, MBA


Cornelius is a strategy and performance expert with more than 20 years' management and consulting experience.  He has strong technical expertise in developing strategy, performance and evaluation frameworks and has supported leadership teams in international aid agencies, NGOs, NFP organisations, government entities and private sector organisations to build capacity for achieving sustainable social impact.  He is in his final year of a Master of Evaluation course with the University of Melbourne.

Cornelius has facilitated the implementation of strategy and performance management systems in more than 20 government of Botswana entities.  The Botswana Government intervention is a well referenced case study of a successful Whole of Government performance improvement program.  More recently, he has led the successful implementation of an integrated strategy and performance management system for World Vision in Southern Africa across nine countries. 

Through his experience in Southern Africa, Cornelius has a good appreciation of evaluation from a stakeholder perspective through commissioning and monitoring evaluations as well as using evaluation reports for maximum community benefit.
